Department of Public Administration

The Department of Public Administration studies the structure and management of government organizations, employment and management of personnel, management of budget and finance, policy making process and implementation, relationship between the central government, local governments and corporations and all other areas related to public administration through presentation, discussion, audio-visual learning and field training. The graduates go into public and government organizations as well as to private companies, broadcasting companies and other fields that are in need of creative and passionate administrative experts.

Course Descriptions

Public Enterprise

The general situation of public enterprises in various countries will be surveyed. Furthermore, the organization of public enterprise, relationship between labor and capital, pricing and investment policies, patterns of government control over public enterprise, and development model of Korean public enterprise will be investigated.

Theory of Bureaucratic Corruption

This course will conduct studies on general theories of bureaucratic corruption and analysis of Korean cases to understand characteristics of corruption and how to control it.

Theory of International Relations

This course is designed to study current international administrative environments and search ways to develop the role of Korean Public Administration and its influence.

Planning Theory

After World War II, planning has been emphasized as an important subject of public institutions. This course will concentrate on the analysis of the conceptual framework for planning thought, the normative versus the functional mode of planning, environment and style of planning, multi-planning agencies, and decision-making in planning agencies.

Urban Administration

This course is designed to study the system of urban and regional planning, programs of capital improvement, urban renewal, zoning, subdivision controls, urban extension, social services and economic development.

Leadership

This course examines various methods on how to achieve an individual's visions through change and innovation. We will also explore motivation methods on how to encourage people to work harder by cheering them up and making a pleasant environment.

Culture Industry and Public Policy

This course conducts study on what culture is, how important it is, and seeks development methods for culture policy.

Welfare Administration

This course conducts comprehensive observation of social welfare in modern society. It also focuses on basic theory of welfare administration, practical background, and ecological inventory of welfare society.

Social Research Methodology

To study social phenomena scientifically, it is required to establish causal laws that enable us to explain and predict specific social phenomena, especially in the administrative milieu. Also, this attempt is to give students of administration a command over the techniques being used in modern research process.

Theory of NPO and NGO

This course is designed to study theories of NPO(Non-Profit Organization) or NGO(Non-Government Organization) and their influence on government's decision.

English Comprehension of Administration

This course trains students in practical English knowledge and conversation for administration.

Readings in Administration

This course studies public administration through English material such as written books and articles.

Decision Making Theory

This course conducts study on various problems related to the decision process.

Human Relation

This course focuses on the study of relations among individuals, work and human beings, family, commanders and subordinates, husband and wife, to analyze its effect on organizations, individual's life, and productivity.

Human Behavior & Management in Organization

This course conducts study on individual and group behavior within public organizations, theories and methods of behavior analysis, and applicability of government affairs.

Public Personnel Administration

This course conducts study on the management of public personnel in administrative organizations. Firstly, evolution of public personnel administration in Korea, and various approaches to public personnel administration will be studied. Secondly, salary problems, recruitment efforts and selection process will be examined in detail. Finally, in service training, promotion, service ration, productivity, morale group, the loyalty and neutrality of public employee will be investigated.

Public Finance & Budgeting

Major topics included in this course are the nature of financial administration, the laws related to budget, budgeting systems, budgeting process and purchasing administration in government.

Analysis and Assessment of Policies

This course deals with analytical tools needed for creating a policy as well as theories and practices concerning the policy.

Theory of Public Policy

This course covers fundamental concepts of public policy, theories and practices.

Organization Theory

This course will examine the structure and function of organizations, organizational environment, organizational behavior and relationships of interaction among them.

Local Administration

This course will conduct study on the structure of local government, and relationships between local and central government in the fields of financial and personnel management.

Theory of Knowledge-based States

This course studies information, knowledge, informative society, knowledge society, value of knowledge and so on.

Public Administration in Korea

This course conducts study on the structure and functions of public administration, administrative behavior, and administrative environment of the Korean government.

Administrative Statistics

This course gives an introduction to descriptive statistics, forecasting statistics and statistical analysis for public administration.

Ideas on Public Administration

This course is focused on ideas of public administration developed both in the Western countries and Korea.

History of Public Administration

This course conducts study on the science and history of Korea's public administration.

This course conducts study on the practical usage of computer technology.
